I put your suggestion to the University Cleaning Manager and she advised: “we have a lot of waste disposal provision in the library, my feeling is that a paper tissue could be placed in a general waste bin anywhere in the library. The hand dryers are in place for hand drying and we do not provide hand towels so my feeling is that further waste disposal provision is not necessary.”
I think one of the issues is that our colleagues in the Cleaning team already have a large number of bins and recycling bins to work through and we really do not want to add to that where it is not essential.
