We have been working with colleagues in Estates and Fife Council to address the problem of marauding seagulls outside the Main Library. This resulted in the removal of two ‘resident’ birds earlier in the year. However as you say gulls continue to be a problem around the Library entrance area (and elsewhere in the town). I agree that the open bin problem needs to be tackled and will be raising this with colleagues in Estates – this would at least eliminate a source of food.
