Thank you for completing a "You said, We did" card recently. The Library doesn't run the cafe, but I contacted the Cafe staff to ask about the charge for milk and sugar. Whilst hot water is free if you bring your own cup, the cafe has to charge for the use of milk and sugar as there is a cost associated with supplying these. Of course if you buy a hot drink the cost of milk and sugar is included in the cost. As there's a cost associated with supplying milk and sugar this has to be passed on to customers.
