Yes, the University of St Andrews Library has a reciprocal agreement with the University of Dundee which allows students and staff to borrow from the collections and use the Libraries.  The agreement is administered through the SCONUL access scheme.

You need to apply for membership first, your application will be sent to the University of St Andrews Library to approve your membership.  You need to be in good standing with the Library for us to approve your membership.  If you want to use the University of Dundee Library select this when you submit your application.  Once approved you can use this Library and any others in the SCONUL scheme.

You can borrow 6 items from the University of Dundee Library.
